Please allow us to create application scopes instead of application roles etc. I can do it on okta and Aws cogento

very unclear overview. have experience with the topic outside of azure and couldnt follow. what is a tenant and the relationship to azure ad directory or azure b2c. who gets a tenant? examples would have been nice.
