At this time Austria Hungary anthem sounded like this actually, and it was sung in multiple languages to honor their king and emperor. It was called "Gott erhalte Franz den Kaiser." Enjoy ;)

The scholar-bureaucrats (mandarins in China, Yangban in Korea) ruled with too tight a grip. They grossly under-estimated the depth of the reform necessary to respond to the Western challenge. The Japanese took the correct path, and quite speedily changed direction and reformed everything (but especially the school system). The Chinese and Koreans dithered. Korea got swallowed by the Japanese -- who were eager to take it from China and to keep the Russians out (and get a foothold in Manchuria and get the Russians out of there as well).
Historically, Korean don't have Empire just a king.

It’s the exact same melody as the British anthem. The German and British anthems had to be different for the purposes of the film. And it’s not completely ahistorical since the “Deutschlandlied” was played at official functions after 1890.
