I like that Frank Grillo's character is clearly able to compromise with Stallone's Manfredi. He's clearly a character of equal parts fear and respect. Referring to Manfredi as "General" through the entire interaction shows a level of respect even if he doesn't fear him or is royally pissed at him. The cherry on top is he's such a badass that he blatantly insults the New Yorkers. Loved it.
It appears to me that he is NOT able to compromise and just thought he will be ,because at the end of the last episode he blows up Tyson's car with Tyson's dad inside ,thus killing his father. I'm pretty sure after trying to kill Tyson after the meeting ,all the terms agreed upon here are void obviously. Only way I can be wrong is if NY put the bomb in Tyson's care ,but it seems it was Kansas(Bevilaqua).
Dwight isn't afraid of NY and knows them better than he does, and he's got KC backing him so it would be war. If Dwight thinks they're light and unwilling to go after him, they definitely won't want a part of Kansas City. Open disrespect shows how his bosses see their relative positions.

Dwight decides to take the opportunity to not just cut off New York from any funds but also showed off how weak New York has become. Meaning NY now has to fight to protect what they have so they can't just focus on revenge. Especially now with a major player seeing the weakness.

After seeing this clip many times, now it all makes sense that Chickie had it all planned out for himself not to go to the sitdown cause he knew Dwight would have put him on blast in front of Bill about him setting up Dwight to be killed by KC with the help of Goodie but the planned failed with Bill losing his guy cause Goodie must have told Dwight about the hit coming from Chickie , so that’s the reason why he didn’t want to go to the sitdown plus he knows Dwight would have punched him out for that reason.
