Was that from TFS campaign? The first thing that comes to mind is from Lightfall when he says "We know pain", his voice deepens then. But there was so much dialogue from the campaign, I can't remember entirely if he said what you're referring to.

I've been working on stuff like this for about the last decade now, and I can very firmly say that this is completely perfect. Good stuff, definitely keep it up.
Now that you have this power you should use it for chaos. Have The Witness say things totally out of character. Imagine it quoting the Gettysburg Address. Or Zavala's famous Valus Ta'aurc speech.
This is so good! Instead of using the same take as the original and pitching it up, try recording another take and pitch that up, it might create that little variation you're looking for.
I’ve tried that already, I found it was too hard to time it correctly to the original recording, I was focusing more on the timing than the delivery and it just ended up sounding like an unorganised mess 😢
