THIS REALLY WORKED! I tried every other solution but without effect. I was down to returning to factory settings which you do not want to do on a phone that is customized over the years.
Following this video solved the problem in 2 minutes. THANK YOU.
The only item missing is that my phone then asked me to upgrade the Google Play Services app, which was just pressing the UPDATE button when asked.

I have a Samsung Galaxy J3 Pro phone.
I have tried following your steps.
automatic date and time worked fine for me,
but when I went into Apps > Google Play Services , Disable and Force Stop buttons up the top were greyed out.
When I went into Google Play Services Storage , the Manage Storage and Clear Cache buttons were initially enabled. When I Clicked on Clear Cache button, it greyed out, but when I went out of storage and went back into it again, Clear Cache was enabled, so it seems like clear cache did not work maybe, why would that happen ?
When I go back to App info, pressing 3 dots on top right gives uninstall updates and then I get a Google Play services message saying Replace this app with factory version ? All data will be removed. There is a cancel and OK and when I clIck OK it says Uninstalling Google Play services unsuccessful.
When I go back to Apps and click on Reset app preferences, I am getting same cancel or reset message as in this video.
I am still getting Google Play services keeps stopping pop up with App info, Close app and Send feedback.
I just need some help working out how I can fix this pop up problem, thanks.

That thing pops up for like every three seconds and it is so annoying that's why I had to look on RUclips how to fix it cause it's stressing me so much T_T
And sadly this solution didn't work for me. When I clicked on 'Uninstall Updates' it said 'Uninstalling Updates Unsuccessful. I think I'm only left with one solution and that is to do factory reset :c

It did not work, I keep getting the message "google play services keeps stopping" the message keeps popping up over and over and over even if the app is disabled, and there is no option to uninstall the app entirely.

With uninstalling updates from Google Play Services delete my personal stuff? Like, my photos, my bought apps, or my Google account? I don’t have anything backed up, and I can’t back anything up from my photos, because of the notification “Google Play Services has stopped” popping up every 1.5 seconds. Plus, nothing that’s involved with Google will work, because of the issue. I’m just scared about losing my stuff, and don’t wanna proceed unless informed. I’ve stopped using my android tablet, for 6 months straight, because of it.
Nope..... The main screen for GPS is lightly illuminated and you cannot stop or disengage. Also It says I cannot uninstall need admin access
