The solution is pretty simple. Go to playstore, type android system webview uninstall the new update ( just press the uninstall button) and that's it. I just fixed my phone.

On my phone literally everything outside youtube and calling is saying ...has stopped. This sucks and I hope everyone else that is having problems gets it resolved in a reasonably timeframe. I did see a few ways some people were able to fix it on their phones unfortunately I can't on my phone.
did you try uninstalling webview android system from the appstore? it worked for me and a lot of other people here so if you haven't tried that, make sure to do. if it doesn't work, don't worry, it's probably something samsung is trying to fix and will be gone soon c:
I went to the store and webview was already deactivated and I never touched it. Atleast it seems like things are working now though.

Don't forget to reboot your phones after you either uninstall you latest Android web view app, Google webview app or the one that worked for me. The Google Chrome app.
Uninstall the latest update. Restart you phone. Mine is running perfect now.

UPDATE: GUYS I FINALLY OPENED IT! THANK GOD 😭 if the 'uninstalling android system webview' won't work on you, what I did was uninstall updates on my chrome app, i can't find it in my settings or app so what i did was:
> press hold the chrome app
> click app info
> press uninstall updates
It worked on me! It was a relief 😌
