Isn't the curb supposed to be slightly sloped inward toward the drain, so water won't collect? Why do you install it level instead?
Yes, It is level left to right and sloped in towards the drain.

No, you want a wet area approved material. Mix a small amount of thin set. You can use silicone, but you may trap water alittle.
