I have never played fallout, but the Lore is kind of interesting. I think it's neat how the legion set up its forces in the style of early Roman legions; With the youngest/freshest in front (The Hestati), the middle aged, hardend, prime, and more wealthy soldiers soldiers in the middle (The Princepes), and the old guard, the toughest veterans in the back, who were only called on when things were going south (The Triarii). That's a pretty neat homage.

The Hoover Dam is way bigger in real life than presented in game thus more NCR soldiers would be needed to actually defend it. If I had to guess the NCR casualties would be 1,190 and the Legion casualties 4x that.

So yes, a thousand men would be needed to defend it. Also add in the fact that they didn't just defend Hoover Dam, they were pushed West, and fought at Boulder City and surrounding areas. Learn lore, or be quiet.
This is perfect for my homebrew Fallout TTRPG. I currently am running an Operation Sunburst campaign that will tie into the First Battle of Hoover Dam.

Love that Obsidian even went in to depth able Caesar's tactics, and more importantly, that it's exactly how Rome's legions fought before the Marian reforms. The lowest-level in front (Hastati in Latin), the mid-level soldiers behind (principes), and finally the elite veterans (triarii) in the rear to mop up any remaining opposition. Incredible.
Only 107 losses for the NCR? I understand that in a post apocalypse there are probably less than a billion people left on the planet let alone in America but in fnv both the NCR and Legion seem monolithic in numbers. There are hundreds of tents on the Legion side of the river each holding 3 to 4 soldiers each, and while the NCR is spread thin across the Mojave but as a unified fighting force they can forces at least comparable to the Legion.
So Oliver really has something to be pissed, since it was him and his troops that held the line while the Rangers and 1st Recon got all the glory. However this eventually caused Oliver to disregard all advice from the Rangers and 1st Recon, effectively lowering the morale of all.
What the tv series did to the ncr is personal because i always picked the ncr ending (i think i picked mister house ending only once) and because my first and as of now the only tattoo i have is the head of a bear ... Glory to the NCR

Legion would win but by the skin of their teeth. The Courier is the only reason the Legion gains access to their broken howizter which makes a big difference in the battle. Now would the Legion take New Vegas? That's a big no. House's forces would mop up the Legionnaires.
The only reason Joshua Graham lost is because he was overconfident. If he wasn't punished and he remained to be the Legate than he would have won the 2nd battle of hoover dam.
Caesar had a choice, and he decided that saving face was more important than keeping his best general. It was wasteful. At most he had to punish Graham, but a symbolic marring would have been plenty. Take one eye or something that serves as a clear reminder to the legionaries.

I said I wanted them on the ridge. He put them right on the western part of the dam itself. We don't have enough firepower to hold that spot. If the troopers fall back, and they will, the rangers will advance to cover Oliver's retreat. We lose the dam, Oliver and the senate are ruined." So from the sounds of it Oliver wants to hold the dam by himself the next time, so he gets all the credit. This is pretty much all that is said on the rivalry besides a few smaller pieces of dialogue
The history books Caeser read while being a FOTA researcher must have covered the period before the Marian reforms. Or simply he preferred this system, which would probably be easier to train tribals with than the cohort system. Perhaps the cohort system will be adopted when the Legion becomes more disciplined and civilized. They'll need it for long distance campaigns where self sufficiency is a must. However if the legions are too self sufficient and disciplined well somebody is going to cross the Colorado River aren't they?

If the Legion veterans would have stayed at the dam and killed the ncr troops instead of going to Boulder city they probably would've secured the dam.
