  • Chiling, Ladakh: "Making a road is a measure of a nation's sovereignty. It exercises command and control, and it says that these are my people". Lt Gen Raghu Srinivasan, the Director General of the Border Roads Organisation (BRO) says of the critical road connectivity being built up in Eastern Ladakh and Siachen in the backdrop of the two-front threat from China and Pakistan. In this exclusive interview with StratNews Global's Amitabh P. Revi on the frozen Zanskar River 'Chadar' Trail at Chiling near Leh in Ladakh, the DG notes "The impetus has over the last five or six years been a surge in what we are planning to do and are doing in Ladakh. The amount of projects which are being planned at the National and the Union Territory levels, the amount of funding, which is provided, and the way that projects are being cleared, all of it is phenomenal.     On the differences in road infrastructure in China-occupied Tibet and across the LAC, Lt Gen Srinivasan points out, "the Tibetan Plateau is at a lower altitude-between 12000 to 14000 feet. And it's a flat tabletop. There are no mountain ranges. So, whatever you're constructing is on a flat piece of ground. That's number one. Number two, the mountains are the watershed. That means whatever snow or moisture is going to come is going to stop in our portion. Tibet really is a flat, barren, cold desert. For anyone who constructs roads, moisture or water is a great enemy. That's what we need to work on. And see that we have ways by which we have adequate drainage. So whatever roads we construct are not washed away. Then starting from the south, you have the great Himalayan range, the Ladakh Range, and the Karakoram. There are a series of ranges. We have a very fragile mountain base. They are young mountains in terms of the Himalayas, and these are landslide-prone. With moisture, they become avalanche-prone and naturally you keep ascending, and you keep gaining height and then keep descending and losing height. So, the zig-zags that we have in each of these is essentially to get over a series of mountain ranges, which we have over an expanse of Ladakh, which is approximately 60,000 square kilometres".
    SNG's team of Amitabh P. Revi, Rohit Pandita, and Karan Marwaha documented their journey to Leh on the strategic third, alternate axis-the Darcha-Padam-Nimu (NPD) Road, in episode III and episode IV. The route provides critical connectivity for defence logistics to and civilian
    development around the Northern China-occupied Tibet border or Line of Actual Control (LAC), the Line of Control (LoC), and the Actual Ground Position Line (AGPL) in Siachen with Pakistan. It is shielded from both the India-China border and the frontier with Pakistan, unlike the other two axes. StratNews Global's team travels during the fourth winter of India's forward deployment post Xi Jinping's aggression that led to the deadly Galwan clashes in 2020. The freezing temperatures highlight one of the several challenges the BRO faces in recce-ing, tracing, drilling through the mighty ranges, and building black-top roads on this route. India's infrastructure development has seen a sustained thrust, especially after China's People's Liberation Army (PLA) salami-slicing tactics in border areas.

    God bless the BRO. My father was a part of it in the 60's. We lived in Gangtok, he commanded the swastik base depot, almost every day there were casualties. He was from the corps of engineers Bengal Seppers.

    That is a lot of insight we got from Lt Gen Raghu Srinivasan. Thank you for visiting him during winter, and enduring the permanent cold.
    I have visited many of the places and roads on the Chinese side like the road from Kashgar to Pakistan and the road from Lhasa to Kathmandu. Once i did also travel the road from Golmud to Lhasa during winter, and I never did this trip a second time.
    Most of the roads on the Chinese side were built decades ago, and lack tunnels and strong bridges. This means winter and landslides will close such connections many times in summer and winter. For example, before even planning to travel from China to Pakistan, people will go to the Kasgar bus station and ask if it is open for traffic. Usually this road is closed during winter for about four months. During COVID, the connection remained completely closed and has now been opened only a few days ago.
    This shows how important modern and dependable roads connecting Ladakh with India are, and the advantage of such connections that are in operation for 12 months every year.

    Thanks for this report set in a breathtaking landscape! Interesting to listen to Gen. Raghu Srinivasan talk about the work of building road networks in such challenging terrain. Their strategic importance in enhancing connectivity in frontier areas, goes without saying. No less amazing was the sight of Amitabh Revi braving sub-zero temperatures (without so much as a cap), while having a chat with the general over the frozen river!

    Wow nice i walked over this frozen river last year during my chadar trekk from chilling to nerak. It took almost 5 days to complete this trail chilling- nerak -chilling during chilling month of January. During night temperature used to go below -35 degrees Celsius 🥶 . Nostalgia 🥰🥰

    Since you requested feedback, sharing one.
    You may like to add some video footages to showcase the difficulties and the work being done in challenging circumstances as elaborated by Lt.Gen Raghu Srinivasan while he speaks about it.
    Now, I understand you may not be able to record such instances on your visit, one possibility could be to seek such pictures/ videos from the BRO itself and share it in the episode (with due acknowledgement).
    That should contribute to take the episodes altogether to newer heights !
    For example one video clip shown of a machine crossing river bed was captivating.
    More of such is the ask !

    Kindly get some information on an altogether different axis that someone was telling me about. It is the Pathankot - Dhar - Dunera - Basohli - Bani - Bhaderwah road, which then leads to Kishtwar - Macchail and finally Padum over the mighty Umasi La.
    Then there is the often overlooked Pathankot Dalhousie - Salooni - Langhera - Padhri Jot - Bhaderwah road.
    I hope to see reports on those two axes as well.

    Have a very naive question. Why can't we make overbridges to connect these areas? Bridges can be prefabricated and very quickly can be mounted.

      Bridges cannot be made everywhere in the Himalayas due to various factors ranging from financial to topographical. Also, the amount of snow that Ladakh gets in winters makes roads and bridges inaccessible. That's why India is building weather proof roads in the forward areas that are accessible by the armed forces to counteract the increasing Chinese belligerence all along the Indo-Tibet border.

      @@MaTara01 if we make overbridges, rocksliding issue won't be there. Sneow can be cleared in intervals as we do incase of roads. Road length will be reduced. Perhaps only issues will be financial and extreme variance in temperature. Not sure, but concrete can Crack due to this temperature variance.

      @@mexicanmomo I think the terrain is too hazardous, given the fact that the Himalayas are actively growing due to tectonic movements resulting in seismic activity; also it's a watershed as the General mentioned - some of the fastest & mightiest rivers of the world emerge from the Tibetan plateau carving out the narrowest of valleys through vertical cliff faces of the hardest rocks; the climate is also hostile to support overbridges etc..I think if the connectivity solutions were so easy, then they would have already been done. The only way to ensure all weather connectivity in the high altitude Himalayas is tunneling, and that too is extremely difficult, given the nature of the rocks.

      @mexicanmomo overbridges from where to where? there are bridges over rivers. you are suggesting over bridges say over rohtang or zoji la passes? there are tunnels under them. more being built as we showed in our earlier episodes

    Why BRO is applauded so much I don't understand. BRO built roads get washed out every monsoon. All the do is cut the mountain and pave the track. There are no embacments, no support, no drainage, no anti rubble nets. Nothing. They are just glorified mule tracks that get washed out after every winter. BRO is just much ado about nothing. Chinese infra along the border is 100 times better. Every road in ladakh is in perpetual repair mode. You cant find a 10 km smooth road out there.

    It'll be best if we don't discuss about the two -front war too much at present, especially to woo our citizens. We have just started since the last 10 years.Air force says that we need atleast 42 squadrons of 4.5th/5th gen aircrafts , Army needs many modern equipments like radars, missiles,guns, wheeled howitzers or mounted guns ,Armour protected vehicles clothes etc etc, Navy needs many nuclear and conventional submarines and ship's,its just tip of the iceberg. We don't have even half of those requirements. Modi is in power since the last 10 years but no significant developments in defence sector. Our indigenous defence projects are very slow though bit better than the congress days, Tejas weapon systems are still not ready till date,and even when its ready it'll be very outdated compared to the 5th gen fighters of our adversaries. AMCA will take atleast 20 years to start entering services. Only Hope is our land Army and their courage,valour and their tradition of sacrificing their lives for the nation in the ratio of 1:5. If Modi can do some miracle in the coming years will decide the fate of our nation. Till then we shouldn't advertise the 2front war too much,lest it becomes a reality. Along with our indigenous defence projects we also have to import important requirements in emergency mode otherwise it'll be too late. We need nuclear submarines and 5th gen fighters very soon..Agni5 MIRV is quite a good addition and needs many more such missiles with atleast 5 MIRV.

    Why don't we use tall stick markers all along the road to know where a given road is when it is covered by heavy snow? These metal stakes could have a little flag at the top and could be of appropriate heights so as to be visible even in the worst and heaviest snow fall! These cannot be very expensive to do! Just an idea!!

      @@MaTara01 They use it in Canada all around the neighbourhood especially where the fire hydrants are. So that the snow plows do not hit and damage a fire hydrant. At times there are more than a foot of snow falls in Canada. I have lived in Canada for over 50 years! Make the sticks stronger and higher rather than risk the vehicles to miss the road and fall off the cliff. Put as strong a stick and make it of colour that is easily visible as a light pole to save lives!

It is a low tech simple inexpensive solution to know where the heck is the road so vehicles do not go off road man! It is not the question of Ladakh is not Canada and no one said it is. (BTW, parts of Canada is in arctic circle and I cannot imagine Ladakh where roads are built gets as much snow as some parts of Canada way up north) It is the question that in Ladakh falls so much snow that even the snow plows do not know where the road is and a man has to walk in front of it so it does not go off road. That is what I heard the general say! I do not have time to argue with you not putting up any suggestion but keep knocking down what I say. Take a chill man!

    Just stop giving excuses. Chinese have built better roads in mountainous region of Eastern Tibet than any other road India has built in Ladakh. B.R.O should Work harder, faster with better equipment's and should build better designed roads in Ladakh, Himachal and Arunachal Pradesh.
