The Empire wasn't good. But at least it did a better job at being everywhere ether oppressing or maintaining order instead of existing only in the galactic core until a force large enough scared them off their chairs and into combat. The Empire wasn't the best but it could have been a start.

Tolkien's Legendarium is more classic thing, i'd say. And based on 100x times more conservative morale than Star Wars (even if we consider the Expanded Universe). Sauron is an amazing villain, clearly gives the antichrist vibe, but he didn't have all fashy aesthetics that Empire did.
