If you have completed the quest for it then you keep doing romantic actions. It’s the ones with purple. Then once they are high enough you will have the proposal option.

I think they should make an update where you can have up to 4 kids w/out VIP and they should also add freezing time and multi-tasking. That would make it ten times cooler. Right now I rate sims freeplay a 7/10. It's really an amazing game

And remove the barr or add it to the side and speed up game (it doesn't have to be when doing actual task just roleplay) it should also have a role play option where it removes thoes things and it doesn't make u complete task on that option 😊

If you have sunset mall you can buy them in the mall or go on one of your teen sims and go to the store in the browse clothes and then ya!
