Maharashtra....in neet pg there is no use of domecile....u cn get seat through all india or in state where u hv done ur ug from....u cn also apply for states who offer open seat, so anyone cn do counselling n get seat..bt i hv no idea ab8 those states....in case u get any more info, plz inform me too😊
Some states are open states, i.e., you can participate in their state quota counselling, but only for joining private college in that state and not for joining govt colleges

If u get an upgradation from r1 to r2. Then u have to join definitely in r2 clg. And the r1 seat will be cancelled and alredy been taken or alloted to r2 other candidates. So u cannot go back. U have to take in r2. So r2 is the edge on sword

if the state private universities have 100% state counselling then how can i join a private college of another state?

Usually no. Unless until nmc instructs if they decrease the cutoff of special things u can. Usualy we cannot do after 2nd round
