Here is why Aokiji is a neutral even if he is an admiral:
1. He did not kill Robin on several occasions considering he is one of the top tiers who meets her more than anyone.
2. He did not capture Strawhats with reasoning that he owes Garpa favor in the past.
3. He did not freeze the ocean before the Whitebeard pirates showed up, instead he freezes it when Moby Dicks are jn the lobby.
4. He freezes the ocean when Law’s submarine submerged so that Kizaru’s laser attacks do not travel at its optimal speed to reach the submarine.
5. He left admiral position and went out join the Blackbeard Pirates which could be infiltrating them at the same time.
6. He respects the D clan and Ohara which thats one of the reason he let Robin leaves while the other admirals are only care about the orders from “aboves”.
7. He might be Dragon’s best friend in the past or just a sparing buddy like Shanks and Mihawk.

It’s his epithet, similar to how Luffy is called Straw Hat or Zoro is called Pirate Hunter. While it’s not Mihawk’s actual name, it’s not too far off.

Aokiji is one of the few Devil Fruit users who doesn't need to fear the sea.
If mihawk went all out he would’ve cut the whole marineford in half since he is yonko lvl easily
If he turned on anyone of the Admirals, it would be hard to come out unscathed since his blade is coated in armament haki which can hurt Logias plus his swordsmanship that we havent seen much of. Mind you he chose to stay at a lvl of Warlord either because he didnt want anyone chasing him or he was bored, whi h I doubt it was anyone of those options
