Same here in Norway. My landlord once opened AND kept my mail from the police. When the police asked why I never answered their letter I replied 'what letter?' and then told them how my landlord sometimes steal my mail. The police visited him next day (I know because he screamed at me through the phone while in police custody - smart move because they were then witnesses to his threats which I later reported) and the mail he had stolen that came from the police was just lying on the kitchen counter. His excuse? He was worried that I was a dangerous person because why else would the police contact me. The judge gave him (in total for both stealing my stuff, stealing my mail AND sending death threats) a total of 15 months jail time and issued a restraining order.

Mail tampering is a serious offense in most countries. A landlord opening their tenant's mail is bad enough that you might consider getting lawyers/police involved.
Personally, I'd just give a heads up, casually of course, that you're gonna start reporting "whoever is opening my mail" for mail tampering. If it's through the United States Postal Service it technically becomes government property until delivered to the legitimate recipient. This is why they're supposed to require ID for pick ups.
I see people like that last story all the time unfortunately, though mostly online. People who so badly want to always be angry at something that they don't actually listen/read what you have to say and willfully misinterpret everything. Ive pondered these miserable souls a lot and I think I finally understand why they're like this. Many years ago a company bought out an old hotel & some grounds around it & turned it into a great retirement home for folks that need minimal to medium assistance but not not true round-the-clock nursing. You start with a base rent which includes lunch & dinner each day at the cafeteria, which is run more like a restaurant but with a medium sized menu that rotates some main dishes according to the day of the week. [So a few really popular dishes are available every day for lunch or supper, but then there will be a few dishes that change daily. This gives more variety than a typical school or retirement home without having the huge overhead of having to make every dish every day & winding up with tons of leftovers like a standard restaurant.) Most residents fix an easy breakfast in their little apartment kitchen as it has a full size fridge & a decent amount of storage cabinets & a medium sized sink, but for safety there's no stoves, only microwaves, in those apartments so if you want a bigger breakfast or say freshly scrambled eggs you can add on breakfast daily to your plan or just pick a day occasionally & they just do a 1-time charge (like $4-7, depending on what you choose). Anyway, basically you can ask for extra services like OP was saying just help out/in bed or a nurse stop by at certain times to be sure you don't forget your meds or "Today I've got a cold, please bring my meal of X to my apartment so I don't have to go all the way to get it & spread germs too" & such. They keep enough staff on hand for all that. Same with laundry service too. You already pay for water in your rent, so if you want to do your own laundry then fine, but if you like for a small fee then someone can come collect your laundry & detergent & take it to the laundry area & drop it back off at your apartment. If you have family/friends that want to visit at mealtime, they can buy a meal there just like a regular restaurant or you can charge it to your room like a hotel. It's super nice, like living in a cross between a hotel & a nursing home, with flexibility on the extra services. Like you can ask for an assistant to take you grocery shopping every other week for what breakfast & snacks you want in your apartment, you can ask tgem to schedule you a ride to you doctor appt next week, & so on. You have nice grounds outside for when you want a walk, but if it's bad weather you can still get to the cafeteria & community center without going outside. Best of both worlds situation. I think if you look hard there's probably more places like that than you think.

Little story: So there is a friend with whom i meet regularly and we just go try food around the city. We went to a specific chain of pizza restaurant twice. The have a way of writing their menu in overcomplicated ways to make it fancier, so I bet a lot of people don't actually know what the pizza looks like. which contributed to the following : Both times, a different couple sat next to us (as opposed to 1 person or a group). Both times, the couple looked at our pizzas and went "we want that" lmao We had a laugh about it and exchanged info like spiciness level and if I had extra toppings, told them what other pizzas we tried and liked. No one got upset or anything. Ive been to new restaurants where I didnt know the food, looked around at what others were having, and went "that looks so good i wanna try that". I think its the restaurant equivalent of looking at a mannequin in the window of a clothes shop and buying the displayed outfit. So I really dont know why people make it all about them when people order the same thing. its food. just eat it.
