You would have to be a serious all-breed judge who had put his hands on every dog that won the group to give a precise answer. They are judged against the Standards of their breed, and not against each other.
The judge is looking and comparing all of these dogs in the group to a breed standard which the judge abides by who sets the Standard which is the AKC these judges look at more than just how the dog looks and presents itself and how it moves personality can play a factor into as well. In the end it all comes down to who the judge thinks best represents the breed and the group the dog represents in this case the Hounds
