If you already own the base game you can just "yarr" the DLC and keep access to the workshop and achievements. Is what I've done for every PDX game.

I see HOI 4 uses the Civilization formula for difficulty, "nah, let's not make the AI smarter, just give them a fuckton of buffs, that'll do it".
Steel Division 2 does the same thing.
Every Paradox game does it. It's only a problem in the early game when they're just vastly stronger. Then when you've got going a bit, you can easily beat or cheese them.
Difficulty is meaningless if it just makes the AI cheat. Boring.

Crusader Kings literally doesn't have difficulty and is almost perfectly symmetrical (players are more likely to get certain events I think), which is a bit part of why it's my favourite of their series
The player is always going to be smarter the AI, because the AI is programmed by humans.

Don't have DLCs, I pretty much just play mods. Issue is, almost all mods have functions from the DLCs, so yeah. Seems like most people treat the game as if the DLCs are required content.

I played with no DLCs for a really long time(like, three years, actually) but I finally caved about a year ago and got La Resistance and Waking the Tiger just so I could have a little bit more to do lmao. I mostly just play with mods anyways so it never really bothered me, especially since most of the mods were total overhauls or really dumb like the Eggman Empire.

Before I bought la resistance during the winter sale, I had basically all the other dlcs (except no step back, too expensive for now). I had been very confused why you haven't used the boost party popularity thing before. But, now it all makes sense. I play mainly Austro-Hungary, and it is the only way to get the Czechs to fully annex without fail.

I have no dlc, and i just turned the miedzymorze from sea to sea into ocean to ocean. Iberia to Japan. Atlantic to Pacific. Im remarkably proud of it.
Back in the day; there was a mod that increased the boost part ideology insanely fast. Like a month and the target country was flipped completely. It was so fun hitting the US/USSR/EUed Germany with a Civil War.

Also, Manage Subjects becomes available with any DLC that creates a unique puppet type. Together for Victory or Waking the Tiger both give you the ability to annex puppets.
When I first bought the game and didn't have the DLCS, me and my friend kept doing this in a multiplayer game. Our faction was fascist so we kept doing coups, but every uprising just joined axis, who we were at war with, so we had to squash our own revolutions. The greatest threat to the BALS alliance as it seemed, was ourselves.
I play with no DLC because I enjoy the game, but I’m on minimum wage and can’t really afford the DLCs. Vanilla HOI4 was a birthday present. It’s not awful, but there’s definitely a sense of “the real party’s two streets over”.

I've been playing without DLC's for a few years, it's a bit limiting sometimes when you want to annex subjects, use their manpower, give generals traits but there's a lot of great mods so it doesn't really matter all that much.
As someone who recently purchased HOI4 without any DLCs in my first play through I averted going to war even though the Allies declared war on the Soviets. I eventually created my faction “The European Union” and warred with the Comintern only to capitulate to a faction less Netherlands.

DLCs are too expensive for me, so I have been playing Vanilla since I bought the game. It makes me feel great how people who play HOI4 with DLCs go crazy when they try Vanilla. :)

The manage subject is added with the "Death or Dishonor" DLC, you know the one that permits you to desintegrate Yugoslavia into thousands of puppet states so the balcans are more chaotic

As someone who owns base HOI4 with only no DLC I only have it to download Workshop mods. I play the game pirated with all DLCs and it works having mods from workshop on pirated versions if you also have the game on Steam no DLC required.
I play without DLC. And I have to say that I usually play with mod.
Also is "fun" playing unhistorical: nothing change expect for some events

I was a cursed Hoi 4 player for a while. I even liked trying to play Greece with a default focus tree (why did I do that to myself). A few weeks ago, I bought La Resistance, Battle for the Bosphorus, and Death or Dishonor. While I hate paradox has so many features locked behind a paywall, dlc definitely makes the game better.

I have all DLCs for Stellaris and EU4, but I play HOI4 exclusively without DLCs, I'm not really interested in WW2 as a whole, so I treat it as a base for alt-history mods and Old World Blues. It would honestly be worth it to buy it just for OWB
Honestly as someone who loves the fallout series. OWB should just be either its own standalone game either as a colab between bethesda and paradox(and the OWB devs), or just Bethesda and the OWB Devs. OWB is super fucking cool and if they had actual dev support and weren’t relying on systems made for HOI4, it could be fucking insane.
Don’t get me wrong I’d also love an actual fallout game with the same scope as OWB but that would take like 10 fucking years to make with the lore thats available now unless they made that the premise for Fallout 77
