I think best choice is to pick China for SunTzu and then at TH 12 switch to Germany. Or France. Germany for those who will spend a lot of time in the game, France for those who will spend not much time in the game.
@otaw6911 of course. Exception is siege. You need lots of siege units to farm comfortably (like 200k siege), so it's better to first make enough in t1 (cause they train faster) and only then, when you already have enough, start turning them into t4
I feel like that building buff is far more relevant as you get nearer to ch25. The builds become significantly longer, and speed ups will become more scarce unless you're a whale. Once you've reached ch25, then it's probably not a bad idea to consider changing civs. F2P may even consider sticking with China until academy 25 for the ap recovery, for the sake of grinding books and arrows. France is end game. Germany makes for a sweet 5 more % ap recovery, but at the expense of the building speed buff and civ change. I think Germany is the better call once you've made academy 25. But to each their own, this is only my opinion.

I'd say stick with China until CH25, considering the bonuses to building and ap recovery for grinding barbs and forts. But once you've finished up, you have options. If it's troop buffs you're looking for, Rome is a good one for the 5% defense and march speed, as infantry are slow to start with. Greece is definitely a rally leader civ, though the health is nice. Vikings are another decent field fighting/raiding civ, for the 5% attack, 3% counterattack, and 10% troop load. The special unit is nice too, with the 2nd highest infantry base health stat. I think the favored civ is France though. That 20% healing speed buff is super sweet, with a nice 3% health across all troop types, and highest base health on infantry.
