JUSTICE ANTONIO T. CARPIO (Ret.)
Senior Associate Justice, Supreme Court of the Philippines
Born in Davao City, Philippines, Justice Antonio T. Carpio was sworn in as member of the Supreme Court on October 26, 2001. He served in the Supreme Court for 18 years, retiring on October 25, 2019 upon reaching the compulsory retirement age of 70.
Justice Carpio obtained his law degree from the College of Law of the University of the Philippines where he graduated valedictorian and cum laude in 1975. He earned his undergraduate degree in Economics from the Ateneo de Manila University in 1970.
Fresh out of law school, Justice Carpio went into private practice and founded the Carpio Villaraza and Cruz Law firm. He was a Professorial Lecturer of the U.P. College of Law from 1983 until 1992 when he was appointed Chief Presidential Legal Counsel with cabinet rank, Office of the President of the Philippines.
For his "distinguished and exemplary service" to the Republic, Justice Carpio was awarded in 1998 the Presidential Medal of Merit by then President Fidel Ramos. He was conferred a Doctor of Laws, honoris causa, by the Ateneo de Davao University in 2009, by the University of the Philippines in 2020, and by the Ateneo de Manila University in 2021.
On October 29, 2011, as Guest Speaker at the 50th Founding Anniversary of the Ateneo de Davao College of Law, Justice Carpio launched his advocacy to challenge the validity of China’s nine-dashed line before a tribunal under the United Nations Convention on the Law of the Sea. Ever since, he has been giving lectures all over the country on the invalidity of China’s nine-dashed line.
In 2015, the Department of Foreign Affairs sponsored Justice Carpio on a world lecture tour on the West Philippine Sea dispute. Justice Carpio presented the Philippines’ perspective on the dispute before think-tanks and universities in 30 cities covering 17 countries.
In May 2017, Justice Carpio published the book titled The South China Sea Dispute: Philippine Sovereign Rights and Jurisdiction in the West Philippine Sea.
While in the Supreme Court, Justice Carpio served as Chair of the Second Division of the Supreme Court and Chair of the Senate Electoral Tribunal. Justice Carpio retired with a zero backlog of cases.

But it remained a friendly and peaceful nation - only when provoked by cruelty and injustice, that the people rise up in arms to assert and protect it’s God’s given rights.
China has had same history. Invaded by USA, UK, Japan etc and always attacked from the south and east china seas.
But now that colonialism is over, what does Philippines do? Just like someone still haven't gotten over like colonial mentality, decides to allow USA to build military bases for reason.
To defend again China? Nah. China has zero plans to attack or invade Philippines. China only cares about defending itself, since it has the most to lose from war and conflict in SCS or Asia, since China is the biggest trade partner of the world, including everyone in Asia.
Overwhelming majority of that trillions dollar trade that goes through SCS is china's. Same as china's energy imports needs to come through Malacca strait and SCS. China is rightfully worried about USA blockading China in order to contain and stop china's development, and doing anti China propaganda to split and overthrow china, and endlessly trying to create anti China coalition(Quad, Aukus, new Philippines bases)just like what USA has been doing nonstop now for years, decades even, funding separatists and terrorists, like in Xinjiang, Tibet, HK, Taiwan.
So obviously china needs to defend itself and it's sovereignty and territory from the eternal enemy and aggressor and warmonger/war criminal USA who isn't satisfied with global military domination but also wants to dominate chins on its front door. It wants to be able to keep spying inside china's house by walking, driving, and flying drones up and down china's front yard while using cameras to spy inside the window and advanced spy equipment which can intercept and listen in on all Chinese communications.
So obviously china is right to defend itself from such an aggressive imperialistic warmonger which Philippines should understand well since USA invaded and annexed Philippines for almost a century basically.
Instead of moving on from colonial past, and understanding china's own security issues against the biggest warmonger in the world who wants to contain and destroy china's development and prosperity, what does Philippines do? It allows USA to build more bases to spy on China and further surround it. It allowed USA to get involved in China and Philippines bilateral territorial disputes which do not involve USA whatsoever.
Same with Russian and Ukraine. USA has stuck it's no where it does not belong at all. If Philippines wants to end up like Ukraine, then it should continue to act like usas puppet and keep helping USA to undermine Chinas national security until one day it rashes a breaking point and war starts. On that day Philippines will find out that USA will be nowhere to be seen, just like in Ukraine. USA will give Philippines a few old weapon systems but that's it. Nothing that can hit china directly or threaten it in any real way. PH will end up destroyed and abandoned, just like Ukraine. But even worse, since no eu countries will care about PH unlike Ukraine.
pH will also have zero chance to resist unlike Ukraine, since the conflict will taken place in the skies and waters, and obviously Philippines cannot fight China with it's non-existent air force and 5 ship navy made of just tiny missile boats.
Duterte was right when he said "what do you want me to do? Start a war vs china over useless tiny rocks/islands? It will be the greatest massacre".

Whole South China Sea is not just for ASIAN. There is what we call international waters, be it in Europe, Australia, Africa or South America, you can sail in international waters without restrictions. The problem with China is they are claiming the whole South China Sea beyond their own territorial waters and exclusive economic zones including the international water inside. In short, the middle part of South China Sea outside of any country's territorial sea is an international water. It is for all. Even China is a signatory of UNCLOS, they should respect it.

This issue on WEST PHILIPPINE SEA must taught and amplified in schools in the country from elementary to college students so that every Filipino would be fully aware of overwhelming significance of the present controversial of West Philippine SEA.
