Yes - a retired (and now out of touch) former US analyst knows more than the western governments combined, outside of a few western intel folks this was not known about as it would have been kept very close to the chest of the Ukrainian top brass as operational security would have been paramount - but her statements belittle the Ukrainians, they are not a 3rd world country and they have been (since 2014) trained in the NATO military doctrine of modern warfare - but she would know that.
