If he/she has done 4 year BSC honours in computer science two things firstly 2017 ugc brochure mentions that anyone persuing any degree in online mode / offline mode shall be treated equally and BITS pilani is an institution of eminence so it doesn't require that approval secondly the Gate eligibility states that any 4 year degree is eligible to write gate exam

You can do that if you are curious in both but again they would both be online so might not add extra experience
You can't do two online degrees at a time. You can do an online degree with a regular one but no two online degrees together.
