Windows does that, because as we've seen, CPUs degrade with voltage. It's a load balancing strategy to balance the heat and wear across the CPU. A properly designed CPU probably won't degrade to the point of not functioning in its useful lifetime, but you wouldn't want to endlessly hammer the same core indefinitely. It's a non-issue when you can assume all client CPUs will be monolithic. It's not smart enough to account for non-monolitic or asymmetric CPUs. They've never been a thing in the Windows world. The only logic they have written for how to handle the way a dual CCD CPU (somewhat) behaves is the NUMA awareness for multisocket servers. ECores handling is a whole other ball of wax for the Windows kernel.
At least on Ryzen, both CCDs are the same and total L3 is vastly greater than total L2. You could dance pairs of threads between any interCCD or crossCCD core with physical symmetry, retaining and bridging L2 data in L3 if needed when doing an interCCD switch, and performance is nearly the same with each CCD. The scheduling "problems" with R9 and R9 X3D aren't even performance hits, they are performing "less better than they could". But the main point is every core is 2 threads and 1 L2 pool with a giant L3 pool overhead. With Ecores, not the case. With Raptor Lake you have i9 8p16e i7 8p12e i5 6p8e 6p4e configs, where 2 threads sharing 1 Pcore L2 pool could dance with 2 threads sharing a cluster pool of 4 ecores... At least on Raptor Lake all of this nonsense is dancing 4 thread clusters with 2 thread cores. It just gets way worse with ARL. Arrow Lake is mixing 1-thread cores with 4-thread clusters. 8 L2 pools with 8 threads into 4 L2 pools with 16 threads, that is not just a lot of cache misses, but complete dead ends. The extra L2 they added to each Pcore might not even be doing anything productive, it could be just sitting there holding redundant data until the distant future when the same process gets cycled back to it again. Now move down to the 265K and 245K. 8 L2 pools mixed with 3 L2 pools. 6 L2 pools mixed with 2 L2 pools. Less actual threads to get anything done, yet more asymmetry to cause more random dead ends.
RX7700XT is the best value at the moment. The RX6800 16Gb was also good but i think thats now sold out. The Nvidia options in the same price range (4060 and 4060ti) are slower and only have 8Gbs of memory
You could find and buy an AMD 7700, but you might miss out on some warranty or software updates with a card like that which being phased out, (that is a big reason why you’d want to buy AMD). So unless you plan on holding out for the 8000 series or stretch your budget by a at least a $100 (for something like a 4070 super), your best bet right now is buying something used or refurbished 7800xt that has an extended warranty.

The admin account was a real thing. It disabled virtualization by default.
