The project has to be a C++ project, the plugin does not work in blueprint projects. Also the plugin folder must be in the project folder, not the engine folder. I have not tested this, but converting a blueprint project to a C++ project should work, but I have yet to test this. As usual, backup/duplicate your folders before making major changes.
