It could if it has a built in arch support to stabilize the foot and control overpronation. A structured support such as the Arizona AFO may not be required, unless the ankle is in severe valgus (collapsed).
I don't understand what you mean by full contact under the arch of the orthotic? Are you saying the arched section should flatten out and press against the shoe, as opposed to remaining elevated and detached from the shoe? Not sure.

The arch support should not flatten. Needs to be solid in structure and make full contact with the arch.
Full contact meaning no gaps between arch and orthotic on non weight bearing.

I was just diagnosed with mid foot arthritis. I have a small lump on the top of my foot. The bottom of my foot is so sore and tingling

A strong arch support should help, but make sure the arch of the product matches yours. Consider having it custom made.

No, not just pain. It is intense freaking pain. I have hallux rigidity too.
Not unusual to see hallux rigidus with this condition. Have you tried rocker soled shoes such as the Hoka Bondi?
