Large scale manufacturing especially in labour intensive industries through formally employed labour is only possible if labour laws pertaining to Layoffs, Retrenchment and Closure are made compliance based instead of permission based. In India any factory employing more than 300 formally employed workers on its muster roll requires prior permission from the government to Layoff, Retrench or close down a unit. This never comes. Hence no entrepreneur is ready to setup large scale unit when he knows that there is no exit route. He prefers to set up multiple units at multiple locations to remain below this threshold of worker strength and thereby remain invisible to the government. This has fragmented the capacities thereby adversely affecting the productivity and increasing the per unit manufacturing costs. Due to the very same inflexible labour laws, today over 90% of the country’s labour force is informally employed as contract workers. Even existing large factories employ more contract workers than the formally employed ones. These contract workers are exploited by the contractors.
Many countries have taken in the past 2 decades & currently took the path to devalue & depreciate their currency .incase of India strengthening & performing currency value.
