The RC Cam maybe was a Remote Controlled vehicle in a deleted mission from Zero, where you had to spy with an RC disguised as a flowerpot, that's my theory
I think the Bullet was too obivious that its a Ford GT For the Jester, i just thinmk the grill texture wasn't go well with the game's other vehicles style
I think Tenpenny was originally supposed to flee in his LSPD cruiser and that's why there is still that beta police cruiser left in the final cutscene of End of the Line.. it landed just like the firetruck und has the driver's door open, like Tenpenny climbed out of it. Seems like that at this point all the "save Sweet" stuff wasn't a thing. Instead just chasing after Tenpenny to put all this to an end
There are a few unused interiors and stadiums in SA which hint that they might have been VC left over objects ironically. I believe they're either suffixed or prefixed with VC. Some stadium, and I know that the boat ramp objects have VC also in their model names.
The Savanna being 4-door didn't make much sense because the backseat doors are literally attached to nothing. I don't remember an instance when the player is supposed to have more than 1 passenger in such a car.
You missed a few. There's the beta Rustler, modeled after a P-51D Mustang. It has a classic bubble canopy, and no intakes (not even the belly intake on the real Mustang). There's also a screenshot showing a Sparrow chasing CJ, not a Police Maverick. Also, there's a beta Hydra, shown in Zeros RC shop, with shorter landing gear, a shorter wheelbase, longer nose, darker color, and a V-tail, instead of the normal upside-down T-tail. There was also a beta NRG-500, with the number 1, instead of 46. It also has minor cosmetic differences.
Yes, every in-game RC vehicle is remote controlled. This flower pot isn't, because It can be entered. Maybe is it some kind of crazy easter egg since it has all data.
Great video! I wondered about where the police vehicle came from in End Of The Line cutscene! There was a big chase so maybe some cops fell off after Tenpenny? They could loose control over the car. Also to add Stratum also had a little different lights and turn lights. And on billbords and pic most of cars have Vice City rims ;)
About the police units states that were all chanced to SAPD maybe it was done to prevent glitches such us spawning the wrong vehicle in a state but this might not be the real reason.
I think no, since we have 3 different police cars with 3 different police officers. It was too complicated to do and they scrapped this idea. I can be wrong. There are also 3 different police bike officers, but 2 of them are unused. I will cover these goodies in Beta Ped Analysis. Stay tuned.

The reason why on the enforcer it still is "LSPD" is for the mission "Reuniting The Families and the game developers wanted a cutscene where the enforcers came in with LSPD logo on the rear.
The Flowerpot was probably for a mission where you would spy on something or someone but it was *probably* later removed. Maybe the mission name is still in the game folders or something.
Enforcer has LSPD markings because in Reuniting the Families, it is the Los Santos SWAT division that attacks, thus an SAPD enforcer would make less sense for that mission. And they didn't want 2 versions.
Some gta sa Beta stuff that you may not put in video just yet Characters Characters including Officer Carver, Larry and Poncho were removed. Both Sweet and Big Smoke had their appearances changed. Sweet was originally dressed in black and wore a black skully, Big Smoke wore a white Saints jersey and did not wear a hat, exposing his shaved head. In the Strategy Guide, Jethro is seen in the mission Riot, suggesting he had a larger role. Su Xi Mu has a second less-detailed character model. Kendl Johnson's facial model and clothing were altered. Mike Toreno has a different model. Cesar Vialpando originally wore a black bandana and black pants. Big Bear has a different model such as wearing the same clothes and much fatter. Peds Gang members looked different and wore different clothing. Each city had their own unique motor officers, however the final version of the game uses the same model for each city. These beta officers still remain in the game files and can be spawned with trainers. In gta3.img there are files foransed ped (likely taxi driver) and a female valet. Judging from the bad details of the valet, she was cut in the early stages of development. There were also a psycho ped dressed in green sleeve jacket and camo pants. Even, there is a psycho person statistic in the game files with this name: STAT_PSYCHO. Originally, the prostitute with a braid had short hair. A female pedestrian was cut.[12] There were many pedestrians cut from the game. Some still exist in version 1.[13] In the game audio files, there was originally going to be a fourth Da Nang Boys member in the game, but he was cut and his quotes is merged to the second gang member in traditional robes. Missions There are many deleted missions which include Impounded, Tanked Up, Roadside Assistance, The Truth is Out There, Looking for Big Smoke or missions which were changed with different objectives include Doberman, Photo Opportunity, Beat Down on B Dup and Fish in a Barrel. Pulaski originally drove a Sentinel in High Noon instead of a Buffalo. In the mission Doberman, Carl was supposedly prevent Poncho from being arrested, kill Officer Carver and grab the "evidence" before the police collects it. 2:04 Not gonna lie,the beta model more resemble the Chevrolet Caprice but the game which is set in 1992,it doesn't make sense for a car like the Caprice which changed generation in 1993 (in game generation) to be in the game honestly...
Maybe the RC Cam could be for a missing mission, where you have to spy/record on an antagonist or something.. however, it is most used on any SA-MP that players don't care where jt came from.
The model of cscopcarsf.dff/txd was real alpha beta LSPD at early stage of development and was cut before beta, and they left the default cutscene version with strange headlight.
Plus they used alpha beta copcarsf.dff/txd left from alpha when the beta started since that is the only cop car model left in-game files they've converted it to cscopcarsf.dff/txd and placed at the scenery of End of The Line cutscene
You forgot to mention that the Landstalker was flatter that the final one and that Primo and Cadrona had diffrent rims also the SF tram was changed and that the Euros had diffrent rims.Also the Slamvan had a lemon yellow colour and rims which you can not modify to the car and the Camper had a black/yellow/light blue paintjob.And the NRG 500 had the racing number 1 not 46 and the Majestic had a bit diffrent rear.
The Flower Pot is a common practice in game design. Before you decide on or put in the REAL graphics, a dummy image/model is often used. It's usually something ridiculous to the point you can't look at it and NOT know it isn't final product material. Sometimes, said things probably DO make it into the final product as a joke, and almost certainly via either a hard to find Easter Egg, Unlock, or Cheat Code. But it's pretty clear you probably WEREN'T meant to drive it in its current form.
i think the flowerpot was going to be an rc from one of the missions of zero, probably a car covered in a flowerpot with a plant or somethin to spy beckley probably not, who knows?
I think alot of vechiles would have had changes to avoid car manufacturer issues. I'm aware they allready changed the vechiles, im just saying a bit more. Little things.
I don't get it, why are so many commenting how r* should have kept the beta vehicles when in almost all the cases they simply updated the rims and stuff with minor detail changes. The only real notable omission seems to be of that pot thingy which I am not sure why even exists but seriously why when they simply made them better by adding new rim textures and stuff.

Couldn't it have served as a placeholder for the actual object during development?
My theory is that the flower pot car was used for an early version of Snail Trail where you have to spy on someone and take them out.
I think its litterally just a camera rig, the flower pot is just so it shows up in whatever kind of editing software they use

It looks like they also extended the flash's rear end slightly, both from the rear roof pillar, and the rear bumper.

They used the beta police cars for crash tenpenny cutscene missions, thats why the wheels look different sometimes.

The beta jester wheel is used in rc bandit, which zero uses in the last mission of zero.

Not gonna lie,the beta model more resemble the Chevrolet Caprice but the game which is set in 1992,it doesn't make sense for a car like the Caprice which changed generation in 1993 (in game generation) to be in the game honestly...

Maybe the RC Cam could be for a missing mission, where you have to spy/record on an antagonist or something.. however, it is most used on any SA-MP that players don't care where jt came from.
The model of cscopcarsf.dff/txd was real alpha beta LSPD at early stage of development and was cut before beta, and they left the default cutscene version with strange headlight.
Plus they used alpha beta copcarsf.dff/txd left from alpha when the beta started since that is the only cop car model left in-game files they've converted it to cscopcarsf.dff/txd and placed at the scenery of End of The Line cutscene

You forgot to mention that the Landstalker was flatter that the final one and that Primo and Cadrona had diffrent rims also the SF tram was changed and that the Euros had diffrent rims.Also the Slamvan had a lemon yellow colour and rims which you can not modify to the car and the Camper had a black/yellow/light blue paintjob.And the NRG 500 had the racing number 1 not 46 and the Majestic had a bit diffrent rear.

The Flower Pot is a common practice in game design. Before you decide on or put in the REAL graphics, a dummy image/model is often used. It's usually something ridiculous to the point you can't look at it and NOT know it isn't final product material. Sometimes, said things probably DO make it into the final product as a joke, and almost certainly via either a hard to find Easter Egg, Unlock, or Cheat Code.
But it's pretty clear you probably WEREN'T meant to drive it in its current form.
The Flower Pot name is "RCCAM" so its probably from a cut Zero mission where you have to spy on Berkley delivery van or something else

The rccam is a spy cam from a cut mission. RC CAM as in radio controlled camera can't remember source.

The beta cars look a lot better than the final version. The car rims of the final version are very bad shaped.

I don't get it, why are so many commenting how r* should have kept the beta vehicles when in almost all the cases they simply updated the rims and stuff with minor detail changes. The only real notable omission seems to be of that pot thingy which I am not sure why even exists but seriously why when they simply made them better by adding new rim textures and stuff.
