No, I believe it wasn't. It's a portuguese interview made in Brussels (hence the note @ 0:18). Also, this interview is promoting their only gig in Portugal, on Feb 15th, 2009 (see @ 1:01). Which means this was recorded previously - and the concert in Brussels was on Jan 13th, 2009.
Oh and I forgot the most important fact: the journalist says the public didn't mind the cold night and went to see Oasis play their recent album, Dig Out Your Soul, in Brussels @ 6:29. You can hear him say "Bruxelas" a few times in the end of the video. So there you go.

In their report, yes, they include clips from Belgium concert but I find it very strange the interviewer (Portuguese journalist) make a coverage in other country making questions about Portuguese players working in UK league. It's unusal. That's what I presume. 😉

I think every foreign journalist would ask things that concern their own country because they are curious to know how much the artist can relate to them. I found another clue that they're in Brussels: @ 3:12 Noel says "I went to Portugal". If they were in Lisbon, he would've said "I came to Portugal".
