It could be for air leaks because them old sousaphones do that sometimes, or because where the mouthpiece connects (the neck bits) is too loose and it falls out while playing and the tape makes it less likely to fall out.

What does putting tape on your Mouthpiece do
To make sure no extra air escapes at the bottom of the mouthpiece. That usually happens when playing on a old tuba
