I fundamentally disagree with the need to fix anything with the portal - it's a reflection of life, and life is imperfect. Curating the experience; tailoring out all the flaws ruins the entire point.
What happened (still happens?) at the NYC-Dublin portal is so wild to me because I study in Lublin (where the Polish end of the original portal is located) and walk by this portal quite often. Literally nobody gives a shit about it here. Occasionally you can see little groups of people waving at the camera hoping that someone in Vilnius would see them or parents explaining what is this bigass screen in the middle of the plaza to their 5yo children and that's it. I don't even remember any problems at the opening of those Lublin-Vilnius portals. So when I heard that a new one is about to open between NYC and Dublin I was like cool, something so mundane to me will be something new to other people in different parts of the world, but in my wildest dreams I couldn't imagine that ppl would make such a mess of it. Hope that New Yorkers and Dubliners will get used to the portal cause all four portals are about to be connected and shift every 3-ish minutes and i don't want to see anybody showing their bums to the camera or stuff like that during my afternoon walks 😅
The first Portal between Lublin and Vilnius (Poland & Lithuania) did work and still does because of "THE UNION". These cities celebrated The Union of Lublin which created Polish Lithuanian Commonwealth. But also the contemporary European Union, as both countries are EU member states and these Portals were placed in the EU Single Market. So there was no need for any specific regulation unlike with NYC and Dublin apparently.
I believe that the idea of regulation beyond the limited hours is bad, because it won't teach people anything if they try to misbehave, they won't get a response, or they won't try to handle themselves. The responsibility would be placed on the shoulders of the censoring authorities. But we are not children, and this would make the experience overall very dull, lose its purpose. I believe that we have become too polarized in so many ways, including the "offense tolerance". The fact that portal has ended in news with flashing and 9/11 memes is a good result of this experiment, no violence involved. It could be worse, much worse. But it wasn't. Mischief minority always attracts attention and shifts our perception.

When we are talking about this no-harm misdemeanor, I believe that the reaction, discussion and overall disapproval were enough for those who made it and everyone else to think about it. I think that this part of communication should not be brushed under the rug. This portal is located on a street, and everyone understands that it is not a tea party in a palace type of atmosphere. If we want to keep the experiment clean and the idea of this project to work, we have to keep it that way. Weird people exist, normal people who sometimes behave weird exist. We should consider that there is a chance to meet someone like this in the crowd. Imagine that there's a face control, a line with security guys checking who is okay enough to be shown to the world and who's not, and the same thing is happening on the other end, that is the black mirror thing. If there's a risk of breaking the law and harming someone - police should act, like in any other case when something happens on a street. Like street artists for example, you can interact with them, someone could harm them, then the police shows, but there's no check-in verification to approach them. It's more about shame of the public image of one's people/nation. But no one is ideal, and it is a clean experiment showing this, how similar we are in many ways.

It connected two cities celebrating union and a shared history and cultural connection as another commenter pointed out. Rather than asking “how do we fix the behavior issues between nyc and Dublin” maybe the true prompt of the experiment is instead an opportunity to reflect on “why are these two cultures such that this would happen?” The diagnosis is being made on the wrong level of analysis in my personal opinion. The portal is offering a more profound insight if people are open to seeing it. I live in East Asia. I can’t imagine connecting any two countries over here and getting anywhere near a similar reaction.
The correlation between video calls and depression is not indicative of people being less likely to be depressed because of the video call. Personally, as someone who has dealt with depression for many many years, when I am severely depressed I am less likely to want any sort of communication. I do everything in my power to avoid having to be on the phone, and I certainly deny every video call. Correlation does not imply causation. You seem like the kind of person that would know this.
I have one comment. Make more videos. There's something about the pitch and tone of your voice that make these videos very enjoyable to watch and listen to.
If people misbehave, it should be treated as normal. I don't see the difference between inappropriate behaviour in front of the portal vs in the street or in a museum... Some kind of regulation or censorship is against the essence of what the portal wants to achieve. (Also, why not some kind of fake 3D screen, like the 3DS for a real looking portal, it would be sick)
If we want to view people as human beings then we have to accept that humans are complex creatures. Happy, perfect expressions of approved behavior are more Disney than reality (and even then have problematic relationships with representing minority groups of all backgrounds). Surely existing laws about public behavior/nuisance on both sides of the portal are enough?
