I have not tried that myself, but I have seen online where other people have gotten windows 95 and even 98 running on dosbox

I'm a web dev, and IMO it's pretty great! There are a few different web IDEs you can use (I like CodeSandbox) or you can use the Linux environment to run VSCode, CLIs, and databases
