I paid a bill of $1,300.00 once in pennies. The person tried not accepting it and took me to court. The judge asked him if he would accept the payment, when he refused the payment the judge told him that I no longer had to pay him and dismissed the case.

For instance, a private tow company that is holding your car until you pay off your debt has to accept legal tender. A private grocery store that is selling you goods does not have to accept legal tender, because the sale of goods and services is vastly different from the payment of a debt. The key word here is "debt". If it's a debt, legal tender must be accepted, or else the debt is null and void. If a judge orders me to pay a private company X amount of dollars, I can pay that however I wish, because it is a debt. If I go into a barber shop and ask for a hair cut, they can say that they only accept bills, because that's a service and not a debt. However, it gets kinda nuanced because if I refuse to pay the barber for my hair cut, and then he sues me and takes me to court, I can pay the judgement amount (since that IS a debt) in pennies. Ultimately, the best way to handle this is for the cashier (who is probably paid by the hour anyways) to say, "okay sir/madam, you will get your car back as soon as I verify that your payment is the correct amount". Just as they have the right to use legal tender for the payment of their debt, you have the right to verify that the amount is correct. If I were the cashier, I'd take my time counting the money. Maybe I'd even "mess up" or "lose track" while counting and have to start over again. Nobody would want to stand there for hours watching me count the money, and my guess is that eventually, they'd pay up in a more reasonable manner.

This seems malicious, but if you really wanted to cause them difficulties, bring in your change in pennies nickles and dimes. Counting 1 by 1 will take a long time, but having to count numbers in an irregular order in such a large amount would mean they are almost guaranteed to mess up and have to start over.
If you really want to piss them off, throw in about $2 worth of Barbados nickles into the mix. Every time they find one, apologize profusely and search through a bag of mostly quarters for another nickel.

In the UK:
1) pennies are only legal tender up to a certain amount. For coppers it's something like 20p
2) "Legal Tender" is something very specific and only actually applies to court fines etc.
3) If you offer payment and they refuse to accept it, in UK law you are absolved from further payment as they refused to take it when offered.
In the US they don't have to accept any form of currency that they don't want to, legal tender or not. A lot of people in the US are just ignorant of their coinage laws.
That's 100% wrong. If you enter into a contract of sale, which a tow is, you are required to take any and all legal forms of currency, including ha-pennies, or half pennies.
So, for example, if an automobile dealer signs a contract agreeing to sell you a car for $8,000, but when you begin making monthly payments he rejects them and insists he wants to be paid in gold instead, you can go to court and have your debt discharged on the grounds that valid payment was offered and refused.

The American towing laws are stupid. Unless your car is blocking something then there should be no reason to tow it. It's insane to me that your car can get towed for just parking in a spot at the wrong time of the day.

The best way to handle this if you're a cashier (who is probably paid by the hour anyways) is to simply say "okay sir, you'll get your car back when I'm finished counting this to verify that it's the right amount". Then begin counting. And if you lose track, dont feel afraid at all to say "oops, I lost track of where I was, looks like I have to start over". They have the right to pay you in pennies for their debt, but you also have the right to verify that the amount is correct. So really, they dig their own grave because nobody is going to want to stand there for hours watching you count money. If I were the cashier, I'd keep "messing up" and having to start over until the guy finally paid me in a more reasonable manner.

If I was the cashier I would have simply accepted it once the cops got there but they, the cops and person paying in pennies, would have to stay while I count each penny making sure to take my sweet time. Maybe accidently mess up around the 7,500 penny mark just to have to recount again
I'd tell them that these have to be processed and do to the volume of coins it could take 8 to 10 weeks to complete and we're going to have to keep the vehicle during that timeframe and storage fees still apply. Then I'd charge a 15% surcharge which the bank gets to force the coins through their change counter.

A buddy of mine did this to a bank that screwed him over on some fees. The best part was he went across the street to a different bank to get the coins, and when he told them what he was doing, they helped unroll and mix the coins up (pennies and nickels) in boxes for him.
My uncle once did this when the city he worked for ticketed him just because a guy happened to drive by and noticed he wasn't parked 18 feet from the curb. The woman who collected the change was shocked.
The real problem is that they took (stole) your car in the first place.

If he doesn't pay the ransom ("impound fee") the they'll file an "ABANDONMENT AFFIDAVIT" to keep possession of his property. They will classify this as abandonment even tho he did come to claim his vehicle. That's theft.
sofakingcrazy Fucking idiot. It's called placing a lien on a vehicle. This does not require abandonment, it requires time for storage fee's to exceed the estimated value of the vehicle. We then will place a lien on the vehicle while sending adequate notice to the registered owner of the vehicle. After notice as been sent through USPS we have to wait additional time and then the vehicle is ours, the vehicle is then sold at auction.

Don't park where your not suppose too.... We who tow cars are doing our jobs at property owner request, be business or residence, or police department request.... Here in michigan, our company signs are posted stating unauthorized cars will be towed at owner expense, thus you are LEGALLY giving us the right to tow your vehicle at YOUR EXPENSE because you didn't read posted signs in which you are too use for navigation and parking purposes, follow the rules and you won't give up "PRIVILEGE" too own and operate said motor vehicle, which is just that A PRIVILEGE, not a right! DavidJF2006 No you and other towers are missing the point. You can tow any property off another person's property at owner's/authorized personnel's request...but you can't keep it. That's theft and ransom. When you tow someone else's property, the property is still theirs. You can't keep it from them and tell them you won't give it back until they pay you. By law, at most you can bill them for the tow "service" but you can't KEEP their property because it's still theirs. It's unfortunate that the police wont enforce this unless the person stealing the property is not working for a company. For example if i towed someones property and took it to my house and told the owner they can get it back when they pay me, what's the difference when an impound is doing it? Oh yeah, cause the impound has a contract with the state that aid them in stealing your property, that's why. When a person don't pay you, you (impounds) file an abandonment affidavit that allows them to keep the property. If you know the law and your rights (which they should not contradict each other but if so your rights override any codes/statues/ordinances/ etc) you can sue the impound NOT FOR TOWING YOUR PROPERTY BUT FOR KEEPING YOUR PROPERTY WITHOUT YOUR PERMISSION (STEALING AND RANSOM - CHARGING YOU TO GET YOUR PROPERTY BACK WITHOUT YOU EVER ALLOWING THEM TO HAVE IN THE FIRST PLACE.) FAILURE OF DUE PROCESS, NEGLIGENCE, AND FOR ANY OTHER DAMAGES (LOSS OF MONEY).
