I thought so, initially, myself. But after watching it a few times (it's kind of a terrible film, but I love it), I think that's really Candice Bergen affecting a strange speaking style for the character (she sounds more like herself later in the film), and that weird, disembodied vocal quality in this scene might come from having filmed outdoors and the actors later having to loop or post-dub their lines.
