The situation reminds me of Wakaba in Revolutionary Girl Utena. Episode 1 begins with Wakaba and we get to meet Utena, the main protagonist, through her. She has a strong presence in the first arc of the story for her to gradually fade out. Finally, we see her just as close with someone else as she was with Utena at the start. She even gets an episode in the latter half of the series where she is used to show to what extent people can become opsessed with "important people". An inferiority complex as a shadow of admiration or fame. So having the character fade out served a purpose, but even so I am not sure it was done well enough.
That's an excellent comparison, as I'm sure there was some kind of reason or motivation for cutting down Kiara's screen time but it didn't feel the most thought out or well done.
I must agree. She can’t be the fighting hero but she could do something that makes her transcend the fight. Say something that puts context that the ones that are most powerful and will always win in the end is the common person. Or starting a sequence that ultimately turns the tide in a much more powerful way. They just dropped the ball. And the proposal was handled poorly as well IMHO.

I agree with you, I have no real idea why certain decisions were made and her writing/'arc' is one of the few qualms I have with the series.
