Assign your Researchers to the Design phase in Project Management, then give the Researchers the Secondary Task of Design. With this, the researchers will research when it's available, then design when they have nothing else to do.
If you Copy an existing team, it will copy all of the HR management stuff, so you don't have to do it every time. It's useful when you know you're creating a new dev team, so you copy an existing dev team, etc.

I set the secondary dev team (Programmers, Artists) as you should have two dev teams to one Design team. If you do not you will notice the design team Finishes before the release of the first project. With no team to start work; works well with game dev.
