They should consider a 500cc cap and A2 47hp bikes only. Put a 125 kg minimum limit. No BOP. Basic low cost tunning allowed like superstock aiming at 60 to 70hp. Allow improved brake discs and pads fluids for track usage. And low cost superstock type suspension upgrades for track use.
When you race prepair a CB500 cup bike the weight dropped loads. 180kg stock became just under 140kg. We had around 58 to 60hp and 38 lbs torque. A modern R3 would get close to 125kg. The cbr 500 is fat and heavy lucky to reach 150kg. This natural weight difference would even things out.
These rules would slowly incentivise all the manufacturers to produce 500cc A2 bikes with 47 hp that could be tunned for a small amount of money to 60hp and get close to 125kg.
Imagine allowing a €6000 race kit plus the bike. For under €15000 you have a race bike to find new talent.
Also along similar lines, a 750cc cup bike with superstock track preparation allowed. Old 1990s 2000s GSXR RC45 Z7R R7 are dirt cheap today. 5k. So 15 to 20K is enough to make you a 130kg bike with over 125hp & 65lbs.

That would be awesome. A real place to draw the line instead of homologating so different bikes that would also benefit street and amateur racers.
