I know she didn’t answer your question so I will. A dart takes away fabric, therefore you have to add it back somewhere. She added an extra inch in for the dart when she added her measurements divided by 4 plus 1. She added the allowance at the end when she added a half an inch or .5 inch around. She mentioned that you can add more if you wanted. Good luck sewing.

Nop my hip point from the waist is 9 inches
She didn’t completely explain but you measure from your waist down to your hip area to get your hip point. I hope this helps.
