Quite a bargain at $250k given that type of buyer, but the locals--in a rational economy, this little house would not go for more than $150K (even on water).
On average for residential sales only about 30% of the people that purchase come from out of state. People in Maine see the value in waterfront property as much as people from other states your estimate of value is at least five years if not 10 out of date.
