The reason is population density .
Bengal and Bihar (1000+ ppl/sq.Km) are the most densely populated stated of India . Telangana has population density around 350ppl/sq. Km . So squiring land become much easier in Telangana than Bengal ,Bihar or even Kerala for that matter .

1 many cities doesn't have water to drink
2 many doesn't have for irrigation
3 if this dams are connected to cannels No one will dig bore well

Greetings from Malaysia. So happy that India is getting good agricultural infrastructure. Our country depends on rice import and India is one of our main suppliers of rice and much needed onions. Hopefully someday you'll produce garlic too. Too much dependence on garlic from China.
Our country is small. These days the agriculture focuses too much on latex and palm oil. Though we lack self sufficiency in grain production, we produces a lot of vegetables, fruits and cash crops like coffee, cocoa and vanilla. I'm a vegetable and fruit farmer myself. Small land area limits our farming potential no matter how much water we got all year round unlike India...unless we start sea farming like South Korea.
Can't help to feel so glad that Indian farmers would be protected from drought with this new irrigation system. Only a farmer would understand the worry we got thinking about problems with the water supply.

This barrage was constructed in our village just in 2 years because of "afcons company" dedication work but not because of kcr.
All credit goes to engineers involved in this project but not because of politicians.
Employees worked in 3 shifts, worked even in hot sun, even during floods.
Kcr had given 2k crores Rs for this project in time. That's all.
Our village goats willingly contributed land just for the sake of money. That's why land acquisition completed in just 10 days.
