There are only about a dozen cars in the game that off-road tires makes any difference on, and it has nothing to do with traction. Tire choice makes absolutely no difference in traction, on or off-road. Certain vehicles have a modifier called "TiresCanClip", so on those few vehicles off-road tires make a small difference over bumps, and that's all.
Off-road grip is determined by another modifier called "OffRoadTractionLoss", which determines how much traction it loses when not on road surfaces. Only one vehicle has it set to zero, the Kuruma.

Devin Little based on my experience it is at least on the Armored Kuruma, I have done hundreds of contact missions from (Ron & Trevor) and I have to do a lot of off-roading specially on dirt bumpy roads and the Kuruma is a nightmare to drive. You will jump up and down every time you hit a little rock on the road. Also, when it snows I used to drive my Kuruma back on PS3 because well, passive mode sucked back then as anyone could shoot you while in your car even passive mode. So driving an Armored Kuruma was the main car I drove and OMG in spite of adding off-road tires the car still spinned and braking was terrible.

All tire types have the same traction, but off-road tires can clip through small bumps/curbs which can give a vehicle more stability on uneven terrain.

You can see in the side by side, they had the same results. Its hard to have them both start at exactly the same time, real-time. Comparing the videos after syncing them up perfectly shows that they got the same results
And clearly when you see this the other car had a better jump. Drag racing isn’t accurate due to human reaction time. This is what makes drag racing so fun. A slower car can beat a faster car if you have great reaction time. Not always though lol that’s why side by side better. No countdown to launch. Removes human reaction. Time from launch and end the time when crossing the finish line. Simple.

Vucko, of course drag is same, because speed is same. With same tire diameter speed will always be same. Offroad tires is just giving less sliding at sand, grass.
less sliding means more grip, more grip means more acceleration since the tires aren't slipping when the wheels are turning
Gavin M not true. GTA didn’t make the cars have real physics. I mean for Christ sake some sports cars are locked at 120 mph when there real life counterparts can go over 170 so nah it’s almost impossible to test some of the shit in this game

On one of broughy1322 videos he explains how they are only useful on some cars but only a little. He does a lot of car test for gta so I recommend that people check his channel out.

hydraulics make the car better to handle, but it makes the car twice as slow too.
Cypha When you put the hydraulics down, you go faster. When it's up, you go slower.

In GTA San Andreas I know off-road tires was making a difference increasing grip on off-road making it the same as on the road.
But in GTA V I don't really feel any difference. However what you noticed and Papa Xan's comment are really interesting ! Thank you both ! :)
Try it on cars that have the TYRES_CAN_CLIP flag (typically higher end supers). On those cars, more sidewall will result in a smoother ride when going over bumps or curbs. This affects all tires on said cars though, and not just offroads, so for example tuner wheels will also provide a smoother ride compared to sports wheels etc. But since offroad wheels have the largest sidewall, you will see the biggest difference with offroad on those cars. This is only a minority if cars however, and on most cars, wheels don't make any difference, for all intents and purposes. (SIDENOTE: tires do actually have other effects that affect all cars in the game, but these differences, such as changes in traction bias, are way too subtle to detect with a few casual tests like these. Nothing against Vucko or anything, he does a good job testhing things in the game, but we're talking about the kinds of differences here that even the most serious racing drivers in GTA have a hard time picking up on, so for 99% of people out there, these will not make a difference whatsoever, which is why we tend to tell people that outside of the bump soaking effect on a few cars, tires are the same).

osiris or t20 would be a better option
the only reason the T20 and Osiris have better acceleration is because they're lighter than the nero, also, the drivetrain of the T20 simply wouldn't fit in a panto; some of it's power comes from electric motors and there just isn't room for them, let alone the large batteries they need in order to run.
This experiment isn't valid because you havnt repeated it which means it's not reliable.
Also when you go into the tires section of the mod shop (lsc) and put off-road tires on, the "traction" bar to the left doesn't change. So, kind of take waste of time. But still a good video

From driving the Kuruma(armored) as my main form of transportation when I am a CEO online. I awlays take off the off road way and always spun out. I put off road wheels on and I DID notice a difference. It wasn't as bouncy at high speeds when going over shit. So I feel your point is valid with off road tires making your car stick to the ground more
