The shutter speed is responsible for motion blur, the higher the shutter speed the less motion blur you'll will get, reason for the 1/48 shutter at 24fps will give the audience the closest shot to what we see with our eyes, so by cranking it up all your doing is creating less motion blur in that shot. you can test it. take a shot of water running at 1/48 then another at 1/1200 and you'll see the motion blur in the shot at 24 and no motion blur at 1200. pull still shots from the footage to see it better.
