You recommend 1/4” but then none of the hooks in your link say 1/4”?

Since the fibers of a bungee cord get narrower when pulled, a whipping would likely slide off after much force is applied. A more complicated stopper knot would work, such as the single strand diamond knot, but it may be more bulky than is practical.
Maybe a constrictor knot using microparacord on the folded bungee cord end instead of the hog ring.
