It depends on what you want to broadcast. If you want to watch normal digital signals then you can get a set-top box and feed the composite output into an analogue modulator (a highly stripped down TV transmitter). You can use several modulators and set top boxes and set them on different channels so you can do what is shown in the video, have the digital box set to 7, 9 10 etc. Keep in mind that you have to set the modulators such that they have a gap of one or more channels because the consumer grade equipment is a bit sloppy and will give you co-channel interference. You can substitute the set top box with any other source with a compostie output, CCTV setup, PC, console, DVD player or VCR.
