Tori Kelly can whistle too but she rarely goes into the register. Mariah knew she was vocally invincible at that time and she churned out as many beautiful ( and highly technical) songs. She has the voice and she’s not afraid to show it.

Its not only about vocals. Mariah wrote/co almost all her songs except cover (of course).
Indeed Tori can whistle, so does Kelly Clarkson but they can't do arpeggios or proper stacatto nor do they reach notes on a 7th octave like Mariah, they use superhead voice in the 6th octave mostly and they can't enunciate words like Mariah. Literally Mariah has entire songs like "Bliss" that are essentially whistler register the whole song so her stamina in that register and unmatchable and her dynamics too. She does not whistle just to whistle but to add and emotion or exaltation to a song and background whistles she uses them to make her belting sound ominous. She a whistle virtuoso, knows perfectly where to place them and plays with them in ways people can't imagine. I recommend to search for Bliss by Mariah Carey and you'll see what I mean

4. her technique here is AMAZING and you can alr tell from the ease on her transitions, the roundedness of her lower register, the cleanliness of hitting whistle tones, and her supported and clear belts
