Hi, your overall accuracy is more than 21% so It's means the result is not acceptable, right? and We might need overall accuracy above 80%?

why are the numbers not given in the order 2,3,4, 9

Because when we classified that satellite image, we took those numbers as MCID. If you are taking 1,2,3,4... as MCID when you classify your image, then you should take 1,2,3,4... for accuracy also
