I've helped trap many, many feral cats over the years, including mother cats with litters of kittens, and my experience is almost all of them were able to be domesticated and made into loving pets. It can take time and patience, but I've seen many cats who were outdoors for years finally gain the trust of a person and become a great indoor pet. I speak from personal experience there. If this guy doesn't realize this, then he didn't really do a good job researching this problem.
I leave my basement window open at night for the homeless cats who are looking for shelter. There's a giant bowl of food, water ,blankets and a cat litter box. I also have a camera set by the window so I can see the cats who come in. I love it!

If the rats or mice were really small then the cats would go after them. Larger rats? No way. The cats didn't even try it. If there was garbage available they weren't going to go after rats. I have lived in the Chicago area all my life. Been to the city hundreds of times. My dad lived in the city for like 15 years as well and I visited him very often. I have never noticed a lot of cats.
