In Poland, this tractor is called Władimirec. There were even moldings on the hood Владимирец. There are a lot of these tractors in Polish villages

The old girl sounds like it is in need of a tuneup maybe bad injector or valve job. Rated at 25 hp working soft easy ground it seems to loose power easy and sounds like it has a miss to the exhaust note. That style engine usually is smooth as can be.
