Yes, you can survive with English there but not if you want to really get a job, except for some temporary occupations at universities, such as PhD, Post Doc or other research positions.

Don't pay any money for what you can get done for free.

It depends. A 3 yrs Ausbildung plus 2 yrs Weiterbildung in the same area equates European qualification Rahmen level 6(Bachelor)
