I believe that the RUclips algorithm, as one of the many things it takes into consideration (like likes, popularity, user interests), considers what's popular on the platform right now when deciding what videos to recommend users. Due to recent world events, there will have been a surge in videos posted with tags and searches including "racism" etc., so the RUclips algorithm, likely without much if any human intervention, will be pushing videos like this one higher up, because it contains themes closely related to what large numbers of people are searching for. Hope this helps explain things.
