Outside of the highways on "back roads" older viaducts, bridges, tunnels can be lower) and the maximum height for passing is always shown on signs (Usually 3.6 or 3.8 meters max vehicle height). So in this case around 20centimeters / 8 inch or a bit less of clearance.

That tractor is road legal so cannot be higher then 4 meters max. and pass here, if the sign said 3.8 meter it would have knokced those lights of at best.
