This stadium upgrade was going to happen whilst Chelsea was still owned by Roman Abramovich who agreed to fully privately fund the work, but then the UK government hit Russian Billionaires with sanctions and would not give him a visa to enter the UK so he retaliated and stopped the project. He was then stripped of the club ownership and forced to sell Chelsea at a cut price deal and not allowed to keep any of the proceeds due to more sanctions. Crazy work IMO!

Sanctions only punish the citizens, those who run the countries are sheltered from the effects of sanctions. Same thing with wars, those getting us into wars are not the ones dying in wars, neither are their families.

He was never stopped from entering the UK, he just couldn't engage in any business dealings whilst in the UK. This was in 2017. The sanctions didn't come until 2022 after Putin invaded Ukraine. One interesting point....Roman Abramovich has never, to this day, been put on the US list of individuals under sanction. What's more, the Ukraine government agreed with the US State department's decision not to put sanctions on Abramovich.
