I got you beat! I left work, my cell phone was at 16% I got home from work six hours later, phone on the charger, it went from 16% all the way up to 16% in six hours! And, it charging the whole time!
I've been stressing all night, and while charging my battery was getting weaker! Restarted, killed apps, lowered brightness...I switched to a charger (not the wire) that was different and it shot up 3% in 60 seconds. Thank you man, it's at 26 from 21 even as I type. I had a similar problem and installed an app called Accubattery and the minute I switched to a different base, the numbers all started to change. It was a beautiful thing cause I'm in a nursing home and the only private time I get is after about midnight when I can relax and watch a movie, gear down and I was working on this problem and it could have been different things. I'm just glad I happened to have another one laying around! Thank you brother, once again 🙏☮️

to keep your phone battery healthy, you need to limit and delay charging, and not keep it fully charged overnight. I use a dongle named Chargie to do that. Everyone should have at least one of these, imo.

Sometimes your phone is overcharged. You let it drain to 0% and and hold down the power button to drain any more power stored in the phone. Plug the phone and and it should no longer have the slow charging warning. I did this and it worked for me.
I learned my lesson, to not ever use my phone while it's charging (but sometimes it's tempting) But I don't wanna risk it, I'm poor I can't buy cables and adaptors!😅😂🤷♀️💕🇵🇭

Try with different cable and adapters as well. And if you have another smartphone then try your charger in that smartphone and check the charging rate. Try to find out if the problem solves by changing the cable or changing the adapter.

Alright I gotchu fam, what you want to do is hold 3 buttons at once, power button, Bixby button, and volume up button. DO ALL THIS WHEN PHONE IS OFF. After you will brought up to some weird ass menu you want to wipe cache partition, NOT DATA. Once you do this click reboot system to bring you back to your phone. Boom fast charging.

If this guy's tips didn't solve your problem. Then the problem might be the phone itself or maybe you've been charging your phone on a weak power source. If the phone is the problem, it's maybe because your phone is old and you may need to a buy a new one. If the problem is on the source then call an electrician.
The problem is on the phone and not on the power source since even on low voltage the phone can charge well but if you have a weak and old phone your charging speed will decrease until it will be so slow as sloth
